How do you restore habitat on a reclaimed land?

Would a reclaimed land qualify as a Greenfield Site and can a project on such site earn SSc5.1 under case 1?

If there are city/state/federal restrictions on development such that development in certain areas is prohibited by law, can I include those areas in the LEED project boundary?

I've heard recently that Sedum roofs are no longer being accepted as providing enough habitat to achieve 5.1. Is there any truth to this?

In our Project we have an underground floor with retail program that has a larger projection that the ground floor which is also retail.
