Flooring & Composite Wood Emissions and Content Standards

Dear All, Our project is considering using flooring made of laminated composite wood. Under "Table 1" page 658 is this building element considered as "Flooring" or "Composite wood" or both?

For a project outside the U.S. would products (adhesives, sealants, paints and coating) meeting the European Decopaint Directive (2004/42/EC) qualify for the credit?
