repositioned non-historic building in a historic DISTRICT

we're renovating a NON-HISTORIC building in a HISTORIC district.  new façade, new MEP systems, structural upgrades.  Does this meet the intent of Option 1?

In the Step by Step guidance for Option1, one of the bullets says "furniture must be included, regardless of who specified or provided it." So does this mean that to achieve any low emitting pts, f

In Table 1 of the reference manual, there is a parenthetical comment next to furniture (include in calculations if part of scope of work).

CBECS Data for the project without non-electricity fuel?

The project is a CI retail project that only use electricity as energy supply. And we are going to use CBECS data to calculate the amounts of the Green Power and Carbon Offset.
