Does a community pool count as a basic serivce? If yes, can it count as it's own category, or would it fall under "community center" or "fitness center"?

We have a project that will meet SS2 once pedestrian access is available. Do you know if it is adequate to show the sidewalk is in the county's budget?

Has anyone successfully used an Athletic Track as a "fitness center" option? Definitely open the public and seems like it should fly. Thanks!
