We have a light rail transit project that we have designed so that the train storage yard is located beneath a 200+ space concrete parking deck with the LEED project building located on the deck.

For underground parking to qualify, can the roof just meet the CRI of at least 29 requirement without being either a green roof or covered by solar panels?
