Showerhead with dual spray settings

It is very hard to find a showerhead with 1.00 gpm, but finally found one with WaterSense label.  The only exception is the head has a dual spray setting, which toggles between 1.00 gpm and 1.

There is a fully funded Recycled Water Distribution System that is due to start by mid this year until the third quarter of 2021.

Does 5% have to be landscaped to achieve 2 points?

I did not notice a minimum percentage of landscaped area (5% has traditionally been the minimum). Is this longer a stipulation?
