Baseline ventilation rates

When the project is pursuing the increase ventilation which ventilation rates have to be used for the baseline 62.1 or 62.1 + 30%? I am working in LEED V2009. ASHRAE 90.1-2007

Hi, this may be a silly question. When dimensioning a temporary sediment basin, the CGP says to use either the calculations for the 24 hs- 2 year desing storm or 3600 cubic feet x acre drained.
