When should I submit Construction credits?

I have a project in which the building substantial completion is Oct. 2016, but the final site work/ parking won't be completed until March 2018.

I know MEP components are not included in the MR4 credit. What about piping or duct insulation? Insulation is part of Division 7, so I say it should be included.
