Does a project still qualify for credit if the site is within a DDA boundary that is set to change in the upcoming months?

Our project is LEED NCv2009 and the site is designated as "Farmland of Statewide Importance", but not Prime Farmland. We are trying to clarify Prime Farmland v. Farmland of Statewide Importance.

The windows in my project have 2 types of t-viz in each window (above 8'0 is non visible light). How do you document 2 types of tviz in a single room? the excel file doesn't accomodate for that.
