Is it still possible to get 3 points for 5 compliant credit categories, if the building is entirely constructed off-site and then brought to the site and assembled?

We're getting ready to move onto construction phase.

USGBC Addenda 100001062 updated the exterior lighting table for LEED v3 projects to the 90.1-2010 allowances. The addenda just says it updates credit SSc8 though.

Is using mulch considered as a non roof measure under the heat island reduction category?

We have a hotel with 4,000 SF of retail at the lower level of a new construction hotel project? How do we sepperate the two projects if they have a central energy plan for chilled water?
