Can someone direct me to any supporting information that explains the use of the Alternative Compliance Path for EA Credit 1 ACP?

If a university building is tied in to a campus chilled water distribution, does the campus chiller plant have to be included in the building's refrigerant use?

The building our project is located in uses municipally supplied recycled water to serve the supply to the water closets and urinals. Can this be used to calculate additional savings?
