We are pursuing both SS4.3 and SS4.4. As long as we provide the total parking spaces required for both 4.3 AND 4.4, can those spaces be used interchangeably for either LE/FE and HOV?

We recently received review comments back for a project and one of the credits was marked as "Awarded", however there are review comments on the credit.
