Credit substitution with v4.1

Could the 'High Priority Site' credit in LEED v4 be substituted with the LEED v4.1 credit 'High Priority Site and Equitable Development'?

Has anyone achieved this credit for a government entity such as a municipality, where the government entity has provided a financial budget to restore greenway space, waterways, etc.

Managing rainwater in clay soil with low permeability

Hi, Our project site is a landfill area which was used as a parking during the construction of a tunnel located nearby. The site consists on very low permeable soil (mainly clay).
