Hi, my project is residential building with 3 basements for parking. Is it a must to locate long-term bicycle parking close on the ground floor?

Our city has dedicated bike lanes, off-street paths, and "bike-friendly" streets. Our project has fairly good connectivity to many amenities using just one street with a dedicated bike lane.
