In assessing thermal comfort, is it legitimate to exclude the summer months when the school is not occupied?

I work in leed health care project in Kuwait and our contract state that our project have to be friendly leed ?
-What mean by friendly leed.

Hello - The project I am working on will have an arena and auction hall in the building. It is my understanding these spaces are considered a shared multioccupant space per LEED.

My project has 3 areas. Project AHU serves conditioned air to Area 1,2 and 3. The fresh air is supplied only to Area 1 directly from base building AHU due to constraints.
