Credit substitution with v4.1

Could the 'High Priority Site' credit in LEED v4 be substituted with the LEED v4.1 credit 'High Priority Site and Equitable Development'?

The requirement states that “Any automatic control device required … shall either be manual on or shall be controlled to automatically turn the lighting on to not more than 50% power”

If a project owner has its own NGO association, can they be eligible for this credit?  They work with local NGOs.
