Ventilation for the building as a whole or by space?

Can you meet the enhanced ventilation performance criteria by providing >30% ventilation for the building as a whole, even if you do not meet this performance for all zones/spaces?

Our project has a porcelain tile floor with an anti-fracture and waterproofing membrane under it. Does the membrane product need to meet requirements for IEQc4.3?
