Hi, I'm curious whether the USGBC/CaGBC has a generally accepted endpoint to ESC monitoring on a construction project, or whether it is left to professional judgement.    I.e.

I'm working on an energy model for a high-rise project in the Pacific NW that has office and residential, with residential being the top two-thirds of the building.

The project I am working on is "complete" and the owner wants to submit for final LEED review.  However, the PV has been delayed and not installed on the project.

LEED reference manual states "MBCx can be accomplished via systems submetering, operational points trending, and real-time analyses, such as fault detection and sequence verification."
